Job summary:

  • This role leads the formulation and implementation of the Authority’s strategy in Data Management (Master Data, 3rd party Data and Reference Data) as well as operating and maintaining the existing systems and infrastructure.
  • In charge of coordinating and monitoring Data Protection , privacy  and  access  as well as establishment of Data sharing protocols

Key responsibilities:

  • Responsible for defining, communicating and executing a robust strategy for Master Data Management (MDM)  , Reference Data and Data Quality strategy in the Authority.
  • Scans the environment to identify new Data sources that will enhance quality of   existing Data for optimized  analytics Identify and obtain 3rd party Data that will be useful for enhancing Tax compliance.
  • Partner with customers to capture and analyse business needs and information requirements, define optimum system requirements to meet business needs, prioritize, and manage new requirements.
  • Development and operationalise 3rd party Data framework and policies.
  • Implement and improve master Data policies and procedures to focus on operational efficiencies through Data quality and standardization.
  • Identify and leverage opportunities to continually improve the Data quality, processes and standards for master Data domains.
  • Identify reference Data domains, its usage and impact to key processes, and establish a plan to govern reference Data for improved quality and harmony across multiple systems and processes.
  • Provide recommendations on best practices, services and systems used for the improvement of Data quality and remediation.
  • Troubleshoot and resolve master Data issues that relate to transactions affected by master Data or impact customer service levels and other operational issues.

Academic and Professional qualifications

  • A Master’s degree in Data Science, Information Management, Statistics,  Data governance  or a related field
  • Membership of a  relevant Professional Body

Relevant work experience required

  • Minimum six  (6) years  experience in  Data Governance and/or Management In-depth knowledge of  in  Data governance and Data quality best practice  and policies  including
    • Data profiling
    • Master Data Management (MDM) architectures and business processes
    • Data integration, Data quality, Data architecture
    • 3rd party Data acquisition protocols  
  • Knowledge of Informatics Tools Suite, Tableau, SAS, ETLs, SQL, ORACLE etc
  • Understanding of the Experience in project management
  • Experience in Big data, cloud and advanced analytics is an added advantage.
  • Must have working in organizations  with mature Data governance capabilities
  • A clear understanding of the Kenya Revenue Authority’s  mandate, and automation journey  and business systems

Other Skills Required

  • Proactively scans the environment and Keeps updated  with current  emerging trends in Analytical tools and skills
  • Ability to communicate complex technical concepts to non  technical audiences
  • A good understanding of project  management methodology
  • Excellent communication and interpersonal  skills
  • Ability  to liaise with staff at all levels across departments in KRA
  • Strong analytical and problem solving skills
  • Excellent writing skills, with the ability to  create clear requirements, specifications and documentation
  • Ability to work under pressure and manage conflicting priorities
  • Ability to develop people, skills in coaching, mentoring, and teaching on the job
  • Effectiveness in building trust, respect and cooperation among teams
  • Excellent problem solving skills to assist in issue resolution.
  • Strong analytical, prioritizing, interpersonal, problem solving, presentation and planning skills.
  • Proven ability to establish and articulate a vision, set goals, develop and execute strategies, and track and measure results.
