COMMISSIONER GENERAL

Kenya Revenue Authority (“the Authority”) is established by the Kenya Revenue Authority Act, Chapter 469 of the Laws of Kenya with the mandate of collecting revenue on behalf of the Government of Kenya.

The Authority also plays crucial roles in support of the country’s development agenda as outlined in various Government of Kenya policy documents and programs including Vision 2030, Fourth Medium Term Plan (MTPIV) 2023-2028 and the Government’s core pillars, namely: Agriculture and Food Security, Micro, Small and Medium Enterprise (MSMEs) and Financing, Housing, Health Access and Information and Communication Technology (ICT) and Creative Economy.

The Authority’s agenda as defined in its 9th Corporate Plan seeks to unravel untapped revenue sources through unlocking and tapping the full revenue potential through technology transformation, service excellence and integrity.

 

JOB PROFILE

In pursuit of the goals above, KRA seeks to recruit the Commissioner General who, as Chief Executive Officer, will lead the institution through its transformative journey. The Commissioner General as the Chief Executive Officer is responsible for overseeing the day-to-day operations of the Authority, the management of its funds and property and for providing leadership to the Authority’s staff. He/she will ensure that the Authority operates in line with its Vision An agile tax and customs revenue agency facilitating voluntary compliance for all”.

The Commissioner General is the Accounting Officer of the Authority and is a member of the Kenya Revenue Authority Board.

 

RESPONSIBILITIES

The job will involve the following responsibilities

  1. Efficient and prudent Management of funds and property of the Authority;
  2. Provide leadership in identifying Key Result Areas, and rally staff towards delivery of the Authority’s goals;
  3. Promote revenue collection activities in line with Government of Kenya targets;
  4. Foster a conducive environment that encourages compliance with Tax and Customs legislation;
  5. Promote tax administration practices that facilitate trade and business growth;
  6. Building and sustaining sound working relationships with Government agencies, taxpayers and other stakeholders;
  7. As Chief spokesperson for the Authority, promote a positive image of the institution;
  8. Serving as the Authority’s ambassador on Tax and Customs matters at both regional and international levels;
  9. Ensure there is effective communication between management and the board; and between different levels of management and staff;
  10. Maintain a conducive work environment to attract, retain and motivate employees, and foster a corporate culture that promotes ethical practices and good corporate governance;
  11. Facilitate the preparation of budgets, operational proposals, annual plans, and corporate policies, for discussion by the board and promptly implement decisions and resolutions adopted by the board;
  12. Consistently strive to achieve the financial, revenue targets and other operating goals of the Authority;
  13. Spearhead the Authority’s digital transformation agenda;
  14. Perform such other functions as the board may assign from time to time.

 

QUALIFICATIONS

  1. Be a Kenyan Citizen;
  2. First Degree from a reputable accredited University.
  3. Masters’ Degree in Finance, Business, Economics, Law or in a relevant field.
  4. At least fifteen (15) years working experience of which ten (10) must be at senior leadership level in large public or private entities
  5. Demonstrate compliance with the requirements of Chapter Six of the Constitution of Kenya, 2010 and The Leadership and Integrity Act and
  6. Knowledge of Fiscal and Tax Policy and Administration shall confer an added advantage.

PACKAGE DETAILS

A contract of employment with an attractive and competitive package will be offered to the successful candidate. The position is on three (3) year contract, renewable once based on performance.

  1. Holders of academic qualifications from foreign Institutions must attach a letter from The Commission for University Education (CUE) recognizing the Academic qualification certificate as a qualification recognized in Kenya. Degrees from foreign institutions submitted with the application without a letter from CUE will not be considered.
  2. Applicants with non-academic qualifications who wish to include them as equivalent to a degree should present a Certificate of Qualifications Equivalence (CoQE) by the Kenya National Qualifications Authority (KNQA).
