CS. Rispah Simiyu (Mrs.) FCCA EBSCommissioner, Large and Medium Taxpayers

Mrs. Rispah Simiyu EBS, is the Commissioner for Domestic Taxes since October 2020 and has previously served as Deputy Commissioner in charge of the Tax Dispute Resolution Division (TDR) from April 2018 to October 2020.

As Commissioner for Domestic Taxes, Mrs. Simiyu scaled up the domestic taxes annual revenue collection from KES 1.039 Trillion in the FY 2020/2021 to KES 1.297 Trillion in the FY 2021/2022 representing a 102.4% performance growth. While at the helm of TDR, she transformed the dispute resolution profile under the KRA Alternative Dispute Resolution Framework and grew the number of settled cases by 316% from 2017/2018 FY to 2019/2020 FY.

The revenue yielded by ADR grew from 3,030 billion in 2017/2018 FY to 9,561 billion in 2019/2020 FY. Mrs. Simiyu is a seasoned and grounded tax professional with over 20 years of experience. Before joining KRA in April 2018, she served as the Standard Chartered Bank Regional Tax Manager, East Africa, where she also covered transfer pricing assignments in the larger Africa, Middle East and Pakistan. While at the bank, she served as a member of the Kenya Bankers Association (KBA), Finance and Audit Committee, and specifically as the Chairperson of the Tax Sub-Committee. She began her career at PricewaterhouseCoopers (PwC) in 2001, rising to the position of Tax Manager.

In March 2021, Mrs. Simiyu was nominated as an Ambassador for the African Tax Administration Forum (ATAF) Women in Tax Network, a network that provides a unique platform for African women in tax and improves gender balance in tax-related organizations. On 12th December, 2021, Mrs. Simiyu was awarded the Elder of the Order of the Burning Spear (EBS) by then President of the Republic of Kenya, H.E Uhuru Kenyatta. Mrs. Simiyu is a Fellow Chartered and Certified Accountant (FCCA), an Advocate of the High Court of Kenya, Notary Public and Commissioner for Oaths, a member of the Law Society of Kenya, a Certified Public Secretary and a Certified Mediator (MTI). She holds a Master of Laws degree with a bias on International Trade and Investment from the University of Nairobi, a Bachelor of Laws degree from the University of Dar-es-Salaam and a post-graduate Diploma in Law from Kenya School of Law. Mrs. Simiyu is also a graduate of Strathmore University’s Advanced Management Programme. She has practiced and consulted on tax matters in Kenya, Tanzania and Uganda.
