Job Summary

This role is responsible for ensuring efficiency in the Authority’s fiscal policy process and providing legislative support to optimise policy implementation.

Duties & Responsibilities

  • Provide technical support in the KRA’s fiscal budget process for input into the fiscal budget proposals and participate in technical deliberations of the budget process.
  • Provide secretariat support and technical expertise in the development of fiscal proposals during National Budget Committee deliberations at the National Treasury.
  • Coordinate the consolidation of system requirements for the implementation of legislative amendments and the development of strategies to guide fiscal policy in the Authority and the Region.
  • Review of technical/policy briefs for budget submissions and the implementation of fiscal policy guidelines across the Authority.
  • Provide support and linkages with the National Treasury and Parliamentary Budget Office.
  • Participate in various technical working groups with identified stakeholders in the budget-making process.
  • Preparation of technical circulars on legislative changes and dissemination of information on tax policies to internal and external stakeholders
  • Provide technical support to stakeholder engagement on legislative changes/reforms and tax matters.
  • Implement the following corporate initiatives in the Unit: Performance Management, Audit, Integrity, Quality Management Systems, and Risk Management.

 

Person Specifications

For appointment to this role, one must have:-

  • A Bachelor’s degree in Economics, Law, International Relations or related fields from a recognized institution.
  • A Master’s degree in Economics, Law, International Relations or related fields from a recognized institution will be an added advantage.
  • Minimum of five (5) years’ relevant work experience with at least two (2) years at first-level management or a comparable position.
  • A Leadership Course lasting not less than four (4) weeks from a recognized institution will be an added advantage
  • Successfully completed Tax Administration training from a recognized institution.
  • Membership of a relevant professional body will be an added advantage.
