New Airline Manifests Rules

 
 

KRA’s Commissioner of Customs Services Department Mrs. Wambui Namu has announced new rules regarding submission of airline manifests.  She announced that with effect from 1st of April 2009, all airlines will be required to submit their manifests sixty minutes prior to departure of a flight to Kenya, but not later than the ‘wheels up’ of the aircraft.  She said this measure has been taken in conformity with the East African Community Customs Management Regulations 2006.

Further in conformity with international best practice, the Authority has introduced an enhanced Passenger Declaration form (F88), to allow pro-clearance of customers.  The forms will be issued to passengers on incoming flights while on board and shall be surrendered to customs officers at The Arrival Hall.  This measure will promote compliance and hasten clearance procedures at the Arrival depending on whether a passenger has bee profiled as ‘Red, or Green’, she added.

The Commissioner made this announcement during a consultative forum with airline operators at the Convention Centre, Times Tower in Nairobi on 13th February 2009 morning.
